ENHANCED
Enhanced individuals are experiments. Usually they are produced through either ICOR or a facet of KRIUS, but they may be the result of any facility with the means. It is necessary to provide background on the experiment that created them, and the modifications can range from cybernetic to genetic.
Like all characters in this setting the golden rule is that they have to be able to pass for human. Yes, they could have synthetic skin that's a little off, but that would be trait that would need close enough inspection that a such an individual would be able to avoid.
Balance is extremely important when it comes to inserting these 'Sci-Fi' style characters into a setting which is predominantly 'Preternatural', but we can simply not rule the existence, nor the portrayal of such characters. We do have to, however, impose some restrictions and requirements to ensure that they do not clash with the setting. Thus, Enhanced characters CANNOT utilize "Nano-tech" as portrayed in the movie "Bloodshot". Nothing so powerful and convenient. Also, no "Insta-hacking" tech, which in reality, could never exist. Every power that an Enhanced Individual performs has to have some kind of consequence to balance them out because there's a reason why they are not replacing Humans. Essentially, most Enhanced beings are kind of like a Frankenstein's monster, a theme which ties them to the supernatural undertones of the setting.
Can my Enhanced character also be Preternatural? Of course they can. If they're cybernetic, this is obviously going to clash with magic, but in the case of a genetically altered individual, the goal of the manipulation might have been to achieve magical abilities. There are many lanes one can take.
CYBERNETIC TECH LEVEL
We will allow the robotic level of body parts to go as far as carbon-fibre muscles and poly-organic flesh to blend in with their own natural skin. Synthetic prosthetics, however, cannot power themselves through a biological process. They need too much energy, thus they will always require some from of battery, and batteries will need recharging, or replacement. They can be solar, or utilize some other type of process.
GENETIC TECH LEVEL
Genetic enhancements often come from splicing animal species together, or producing denser muscles and stronger bones. All these modifications will ALWAYS generate biologically differences, such as different diet requirements, perhaps higher levels of aggression. We don't allow genetically produced Lycanthropy, or non-human looking results to be portrayed as player-characters, but we're fine with accelerated growth and typical super-human traits.
